The governor of the province of Buenos Aires, Axel Kicillof, today ordered the recategorization of the state workers of Buenos Aires, with the aim of “contributing to provide effective content to the concept of career ladder.”
“Provide for the promotion of ranks of each grouping, exceptionally, as of January 1, 2021, to the personnel who as of December 31, 2020, in the permanent plant with stability of the regime of Law No. 10,430 “, says Decree 1257 published today in the Official Gazette.
It was established that the promotion will consist of an increase in degrees, within the respective groups in which the agents are enrolled as of December 31, 2020. Thus, agents with seniority greater than or equal to four years will ascend two degrees; while those workers who have an antiquity of less than four years and greater than or equal to two will go up one grade.
Likewise, it was clarified that “those persons who are designated in the permanent plant of the regime of Law N ° 10,430 during 2021, and who would have initiated the administrative actions for this purpose until December 31, 2020 inclusive, are included within the recategorization. “.
It was remarked that the promotion “may not exceed the maximum level of each group” and it was added that for the staff who hold a position in the hierarchical group with functions of head of department “the maximum limit of promotion is established in the degree of officer main 2nd, category 23 “.
At the same time, it was specified that the agents who between January 2, 2015 and December 31, 2020, inclusive, had been promoted by less than two degrees, will be promoted by the resulting difference in degrees and the degrees promoted between January 2, 2015 and December 31, 2020, both dates inclusive.
In this way, those agents who had been promoted in their position as permanent staff magazine in two or more degrees between January 2, 2015 and December 31, 2020 are exempt from the promotion.
On the grounds of the measure, it was explained that the decision had been reflected “in the minutes signed on October 6, 2020 with the union representatives of state workers, within the framework of collective bargaining.”
It was emphasized that this provision “is not part of the usual salary policies that the Executive Power agrees in joint frameworks with respect to public administration agents, but rather is intended to contribute to providing effective content to the concept of career ladder of state workers “.
