The Government will prohibit night traffic throughout the country until the number of infections drops

Alberto Fernández began another round of consultations with governors and key officials of the National Cabinet early this Thursday to define new exceptional measures that aim to stop the wave of COVID-19 infections that broke out in the main urban centers of the country.

In principle, the measures that They will be announced today in the afternoon and will begin to rule tomorrow consist of the following:

1. Night-time traffic throughout the country is stopped.

2. The ban hours will be from 23 to 5 in the morning. It may happen that it is finally from 24.

3. A minimum contagion floor will be established to establish exceptions requested by the governors. If the floor is maintained, the ban does not apply. If it goes up as the days go by, that exception is canceled.

4. The violation of the new provisions to be announced by the Government will be included in article 205 of the Penal Code. That means violators will be reported to justice.

5. Vehicle hijacking will be enabled and the imposition of fines.

The President held a long video conference yesterday with the 24 governors and later he starred in a conclave in Olivos with his Chief of Staff, Santiago Cafiero, the Minister of the Interior, Eduardo “Wado” de Pedro, the Minister of Health, Ginés González García, and remotely, with Vilma Ibarra, Legal Secretary and Technique.

Alberto Fernández received a dozen technical reports that prove that the wave of infections hit the young sectors -between 20 and 35 years old- and that these infected could cause an even greater tragedy in the most vulnerable groups of Argentina.

In this sense, the head of state agreed with the governors establish a health operation that blocks the sequence of agglomerations – parties, infections and the multiplication of COVID-19 throughout the entire country. And regarding the implementation of the measures, he asked his Cabinet for a legal device of immediate application through a decree.

This decree – it is not yet known if it will be simple or Urgent Needed- It will be published in the Official Gazette before midnight so that the measures have effective compliance from 00.00 on January 8, 2021.

Before signing the application of the new measures, Alberto Fernández awaits a technical report from the Ministry of Health to determine the limit on the number of infections that will allow to avoid the prohibition of driving between 23 and 5 in the morning.

With that limit, Governors may request the Executive Power the legal exceptions that will govern in their provinces. And if the wave of contagions crosses the technical limit established by the Health portfolio, that city or town in particular loses the exception and is included in the general regulations of the prohibition issued by decree.

In addition to the technical report endorsed by Ginés González, the President will finish defining with the governors and his cabinet the time slot for the driving ban. Alberto Fernández understands the economic reasons presented by the provincial leaders, but until late in the morning the ban was inclined to begin at 11:00 pm.

The governors, on the other hand, are requesting that the ban begin at 00:00 to allow businesses and restaurants one more hour of commercial activity.

Alberto Fernández and the governors assume the social fatigue and concern of the merchants, and although they do not recognize it in public, they are alert to possible events of civil disobedience. For this reason, the 24 presidents and the President agreed to establish penalties, apply fines, order the hijacking of vehicles and deploy security forces in vacation areas along the coast and in Patagonia.
