Q4 continues to outsource services

In a review made by EL UNIVERSAL on the platform CompraNet, it was found that public institutions such as Welfare secretariats, and National Defense (Sedena), the Tax Administration Service (SAT), as well as the Mexican Institute of Social Security (IMSS) and the National Banking and Securities Commission (CNBV) signed contracts with subcontracting companies for professional and cleaning jobs, despite the fact that this contradicts the order of President López Obrador.

On November 18, after ensuring that the subcontracting was illegal and immoral, the federal president announced that the contracts outsourcing that they had in the federal public administration would be finished and that the government would take charge of paying the employees without intermediaries.

“Outsourcing is illegal in the case of public servants. Everything that may exist of subcontracting ends in the government, I cannot send an initiative [al Congreso de la Unión y permitirlo en el gobierno federal]. The government takes over ”, he stressed.

Welfare hires private staff

In contract 2205070 signed on December 23 with the company Green Mamba Services, The delegation of the Ministry of Welfare in Mexico City promised to pay 65,424.02 pesos for cleaning services from January 1 to March 31, 2021.

It highlights that the company Green Mamba Services is the one that provided this service to the federal agency last year, but because the contract expired on December 31, it launched the public tender IA-020000 017- E20-2020, where three companies that competed, the same company name that had already worked with them was the winner.

“Currently the delegation has entered into a cleaning service acquisition contract with Green Mamba Services, SA de CV (…) this document is about to expire, which is why it is necessary to start the recruitment procedure of the cleaning service that the delegation occupies in Mexico City, which will be valid for three months ”, they specified.

Sedena seeks cleaning service

The Secretariat of National Defense (Sedena) seeks to hire a company to take charge of cleaning the Army and Air Force Museum, located on Calzada de Tlalpan, in Mexico City, from February 1 to December 31, 2021.

In the call PC-00700 0999-E893-2020, the Army detailed that it is intended that the company that obtains the contract provides six people who take charge of the daily cleaning of this military museum.

In tender LA-008000 983-E10-2020, the Ministry of Agriculture and Rural Development (Sader) delivered on December 30 a contract for the cleaning service for its properties in Baja California.

IMSS contracts external services

The Mexican Institute of Social Security (IMSS) launched public tenders for the surrogate recruitment for various services: hospitalization, hemodialysis, use of ambulances, psychiatric care, clinical analyzes and for security tasks in its medical units and its holiday centers.

In tender AA-050 GYR 01 6-E532-2020, on December 24, the health agency justified the hiring of these subrogated tasks, detailing that not having the “extramural hemodialysis service [subrogado]”Could cause an increase in the number of care in the emergency services, the hospital stay, as well as higher costs in medications and days of hospitalization, increased mortality, potential complaints and the deterioration in the institutional image, he said.

“Due to the above, it is considered high risk to interrupt treatment of hemodialysis to patients for being a life support service. The amount of the provision of the comprehensive medical service of surrogate hemodialysis it is of the order of 29 million 615 thousand 490 pesos and a maximum amount of 70 million 541 thousand 903 pesos ”, specified the IMSS.

In this sense, the Mexican Institute of Social Security reported that it has a previous budget availability certificate for the amount of 61 million 800 thousand pesos.

Regarding the tender LA-050 GYR019-E192-2020, the Social Security informs that it seeks to hire a company to monitor and protect the assets of the institute, such as medicines, healing materials, computer equipment, as well as its accessories, safes , medical equipment and instruments, food and supplies, vehicles, information, documentation and works of art that are owned or available to you, as well as other content and property, “in order to prevent theft, damage or intentional losses from being committed”, they specified in the organism.

In the same circumstances is the National Baking and Stock Commission (CNBV), which published the tender LA-006 B00001-E63-2020, for the contracting of the security and surveillance service for the period from January 1, 2021 to December 31, 2022, and whose ruling was announced on last December 30.

It stands out that both agencies launched these tenders to hire security and surveillance, despite the fact that President López Obrador has also manifested himself against the surveillance of public institutions being carried out by private organizations, as he considered that they should be in charge of corporations government security agencies, such as the National Guard or the Federal Protective Service (SPF).
