The Attorney General’s Office (FGR) will prosecute next week the investigation folder that began from the complaint filed by the former director of Petróleos Mexicanos (Pemex), Emilio Lozoya Austin, against various public figures of the past six-year term.
Among the defendants are the former Secretary of Finance and Public Credit, Luis Videgaray Caso. The agency specified that this measure it will only proceed against those who “already have sufficient evidence, leaving the corresponding breakdown until the analysis is completed ”.
Emilio Lozoya requested a criterion of opportunity to avoid going to prison, so on August 11, 2020 he presented a complaint of facts against Luis Videgaray, Francisco Javier García Cabeza de Vaca, Francisco Domínguez Servién (current governors of Tamaulipas and Querétaro, respectively) ), Salvador Vega Casillas and Jorge Luis Lavalle Maury, in addition to the former presidential candidate, Ricardo Anaya.
The others mentioned David “P”, José Antonio “M”, José Antonio “G”, Ernesto “C”, Carlos “T”, among others, for the crimes of operations with resources of illicit origin, illicit enrichment, electoral crimes, bribery, criminal association.
“The corresponding investigation has been completed in accordance with the law and next week it will be prosecuted against who or who already have sufficient evidence, leaving the corresponding breakdown until the analysis is completed,” the FGR reported.
The federal agency recalled that, based on complaints filed by Pemex on January 27, 2017 (Odebrecht), and on March 7, 2019 (Agro Nitrogenados), the respective investigation folders were initiated, in which a warrant was obtained for apprehension. With Interpol’s red card and the support of the Spanish National Police, Emilio Lozoya was captured in Spain.
On July 28 and 29, 2020, the Northern Prison Control judge linked Lozoya to the process, indicating as precautionary measures the placement of an electronic bracelet, his periodic signature before the court and the prohibition to leave the country, withdrawing your passport.
With his complaint, Emilio Lozoya also reaches three former presidents of Mexico, politicians and businessmen, who allegedly received bribes and benefited from favors.
The former director of Petróleos Mexicanos accused senators of the National Action Party (PAN) of extorting 50 million dollars from him to approve structural reforms influenced by Odebrecht and other foreign companies.
Lozoya pointed out that there was no negotiation with the PAN members, but that it was an “extortion” in exchange for their votes.
“The group that carried out these extortions was made up of Francisco Javier García Cabeza de Vaca, Francisco Domínguez Servién, Salvador Vega Casillas and Jorge Luis Lavalle Maury.
“These extortions were constantly verified in my office located in Marina Nacional 329 (…), because at the request of Luis Videgaray Caso, from whom I received instructions, I received on various occasions opposition legislators whose demands amounted, at first, to up to 50 million dollars to vote in favor of the energy reform ”, he explained.
The PAN senators, he added, had political projects in Tamaulipas, Campeche and Querétaro, and they used that as an excuse to constantly ask for more money.
Lozoya assured that the resources were assigned to them as the negotiations progressed. All the resource that was delivered in cash to the legislators, whose names were systematically designated by Luis Videgaray, was taken by personnel who worked with Fabiola Tapia Vargas, from the Construcciones Tapia company, and delivered to the chief of assistants of Emilio Lozoya, José Velazco Herrera.
Also, Lozoya assured that former president Carlos Salinas de Gortari lobbied in favor of various projects related to Pemex.
