FGJ-CDMX detained former official of Miguel Ángel Mancera in Acapulco

This Saturday, the Attorney General’s Office of Mexico City (FGJ-CDMX) reported the arrest of Francisco Alejandro “N”, a former official of the Ministry of Urban Development and Housing (Seduvi).

Through a statement, the capital prosecutor’s office explained that The former director of instruments for Urban Development of Seduvi, during the government of Miguel Ángel Mancera, was arrested in Acapulco, Guerrero, accused of the crime of illegal use of powers and powers.

“Investigation agents, attached to the Office of the Prosecutor for the Investigation of Crimes Committed by Public Servants, located the individual in the municipality of Acapulco de Juárez,” the agency reported.

The former Seduvi official, who he had four arrest warrants, is designated to authorize irregular works between 2017 and 2018, when he was an official of the government of Mexico City.

According to the inquest, Francisco Alejandro “N” allegedly issued an opinion that allowed “the construction of nine levels of parking on the sidewalk”, which were additional to the 21 authorized housing units, “without being quantifiable for the construction potential.”

The capital prosecutor’s office indicated that once his identity was confirmed and after making him known his rights, he was transferred to the North Prison in Mexico City to be made available to the judicial authority that requested it.

The Attorney General’s Office of Mexico City investigates the administration of the former head of the capital, Miguel Ángel Mancera and several of his officials, for various crimes.

Just last December 15, the prosecution revealed that it filed a new complaint against Miguel Ángel Vázquez Reyes, former Undersecretary of Administration and Human Development during the management of Miguel Ángel Mancera, for his probable responsibility in the simulation of companies to divert resources from the public purse.

According to what was stated by Ulises Lara López, spokesman for the FGJ-CDMX, this new complaint was made as part of the follow-up to a previous investigation against the accused, who may have acted in collusion with Nestor “N”.

“Investigations carried out have made it possible to establish that former public servants possibly made improper hiring of work in order to recover income tax as a federal share,” the report specified.

According to the complaint, part of lThe resources possibly diverted were used for the payment of payroll in the structure of a new political group that was seeking their registration.

Another of the former capital officials investigated is Raymundo Collins, former local government security secretary. On November 5, the capital authorities searched the home of Collins Flores, located in the Florida neighborhood, in the Álvaro Obregón mayor’s office, south of the capital.

This operation occurred as a follow-up to another search carried out on October 30 in the municipality of Jojutla, Morelos, where the authorities they secured 41 classic cars, four aquamotos, an ATV, a motorcycle, a motorboat and various works of art.

Another former administration official under investigation is Luis Ernesto Serna Chavez, former private secretary of Miguel Ángel Mancera. On October 21, the authorities carried out a search of one of Serna’s houses, located in Calero number 7, in the San Ángel neighborhood of Mexico City.

The operation occurred on the same day that the Head of Government, Claudia Sheinbaum, said that she will not allow acts of impunity against the so-called Real Estate Cartel, a group of former public officials related to the past administration who have been singled out for doing business from works and constructions in the national capital.

According to an investigation by Mexicanos Contra la Corrupción y la Impunidad (MCCI), Serna Chávez owns 12 houses in Mexico City. But even before he was the private secretary of Miguel Ángel Mancera, he had seven properties, owned by his wife, María de los Ángeles Simón Aguirre.

During his period as an official (2012-2018) – the investigation of the Non-Governmental Organization highlighted – in the Serna property records, four of these properties with a total value of 31.8 million pesos were not declared. Nor the 23 million that, according to federal documents, he would have spent as a beneficiary of an American Express account owned by Jack Landsmanas, one of the large contractors of the Mancera Espinosa administration.

Serna’s salary in the entire administration was 5 million 636 thousand pesos, so the amount of the properties he acquired during his work as secretary does not correspond to his income. That is why in the local prosecutor’s office, there is already an investigation folder open for this case.
